Does the 'zard deck get any better than this? If there is anything that has room to be changed, then it's the cape, but everything else feels mandatory. You need 2 PComm + 2 Iono to give yourself the best chance at not getting bricked possible, and you need the retreat cards so that you don't get screwed when you start on Charmander as well as to get Moltres out when you need to attack.
