Toughie... I watch the anime a lot (ESPECIALLY the gym battles) so if I forgot them in the games, I remember them from the anime. But... I think the most forgettable one for me is Byron, which is really weird because I can recall Roark really easily (who is his son). My brain's dumb.
But I think most people forget the Hoenn Gym Leaders the most (Winona from Fortree City is mentioned a lot when I see threads about forgettable gym leaders. i thought she was fun and unique, plus, Fortree City was beautiful) since that's the oldest game that hasn't been remade (we ALL have the Kanto and Johto Gym Leaders hammered in our minds ahaha), and it was released so long ago!
