Night is a weather created by the ability and not the actual time of day in-game, so it basically has perfect accuracy until another weather is set up. Basically, imagine a Sunny Day-boosted Dragon Ascent without the stat decrease and a chance to inflict Sleep equal to roughly half the accuracy of Sing.
