I've found two other trainers with trades for Articuno and Moltres respectively. So far all of the Pokémon needed for it are only in Mt. Silver according to the Pokédex, so I assume this is a way of beefing up your team right before Red, or just a way to get all 251 in your Pokédex.
The author of the hack said there's a secret boss with an uncatchable 252nd Pokémon; I don't know what it'll be and I don't plan on spoiling myself, so we'll find out together. No clue if the secret boss is just Red or another trainer like the author's OC.
