I mean, it's not as good as, say, Spore, but it's spread out among so many Pokemon, has predictable counterplay, and can be learned by plenty of non-Bug types making Pokemon weak to Bug more of a target.
Bug-types like Scizor, Cinderace (forma de U-turn), Volcarona, Buzzwole, Scolipede, and Durant show that it's more than possible for Bugs to be menacing.
