Not only were the pokemon designs extremely questionable (and objectively half-assed as evidenced by Sugimori admitting that he and the design team had artist block during the development of Gen 5), but they were delivered in an unappealing manner. Late evolutions and end-game/post-game availability were terrible ways to introduce new pokemon. In addition, new abilities and battle formats were barely worth player experimentation due the older pokemon not being an option for replays. Gen 5 fans like to claim that Unova pokemon weren't well-recieved due to a lack of "pandering." However, this doesn't hold weight since Hoenn and Sinnoh pokemon have decent reputations to this day, which is probably due to them being decent to use in casual play along with being confidently presented along side some older pokemon.
