You seem to be conflating the game-centric issue of moves no longer transferring to the mod-centric issue of whether or not a poke can normally learn a move at all.
Flareon being able to learn Growth has no bearing on whether or not that strat is available. The fact of the matter is that Flareon can't learn Growth, but if there was a special method to act as a nod to that event it's equally relevant towards making the strat available.
