Looking at its learnset, I can actually somewhat see why.
If it wasn't for Move Tutors, it would hardly learn any Dragon type moves.
Also, just because it would stop being a Dragon type, it wouldn't mean to stops making sense being clearly based on a Wyvern.
Because you can be a dragon (biologically) without Dragon-type as your prominent element/skill.

I am aware it would lose Draco Meteor (btw, how about GF changed that Move Tutor to teach the move to PKMN based on whether they are dragons rather than of the Dragon type anyway?), but it would also gain STAB on Sound moves, which would probably offer more interesting coverage depending on whos made-up type match-ups for Sound you want to believe (it's hard to be worse than SE on yourself and something being immune to you)
