sharpedo/camerupt are what aqua/magma use in the "not-zubat/poochyena" spots. Those two are THE pokemon they use that actually go with their theme.. no Wailmer on any Aqua grunt anywhere, ever.
Besides, they have those moves because they fucking fit, you can't consider those as "counterparts" when that is seriously the only basis you got. I mean did you think for longer than 3 seconds here?
Camerupt and Sharpedo on the other hand actually do have things in common that counterparts tend to, besides being consistent dual types, having evolution levels much closer than Wailmers 40, oh and not to mention their stat totals being the fucking same /pic related
