I always figured that, because the games are still fundamentally intended for Japanese audiences (its international appeal is simply a bonus), the games tackle subjects that are pertinent to Japanese audiences. And since Korea is Japan's closest neighbor, I'm sure the infighting between North and South Korea is concerning to Japan.
As such... maybe a future version probably wouldn't reference North/South Korea DIRECTLY, but would perhaps be about two sides having fundamental differences, but through the efforts of the player character, they can find connections and unite!
Better yet, the North version starts you off in one side and the South version starts you off on the other... but the entire region is available midway through.
