Mega Mewtwo Y has the highest special attack of any psychic type, and while it doesn't learn Stored Power naturally, it could copy it with Mimic. We could also skill swap Sniper to it, since we'll be dealing a crit.

Assuming I haven't forgotten anything, that's the most damage you can deal with Stored Power.
