Slow Start has an invisible counter that goes down by 1 every turn that Regigigas is in battle. If Regigigas is switched out, the current count is "remembered," and will resume counting down when Regigigas is switched back in, similar to the Sleep status. If Slow Start's counter reaches 0, its Attack/Speed halving effects are terminated for the rest of the battle.

When the Pokemon enters battle, it lowers the Accuracy of all adjacent opponents by one stage. All but Watchog will still want to use their other Abilities, but at least it's something.
