Typing is one of the most important things about a Pokemon’s viability. There are other factors, but other factors existing doesn’t mean type isn’t a major influence on viability. Even your shitty examples shows that Ice types are rarely used in the format. Even when they have effective 209 Atk.
Also, why leave out the fact that Calyrex-S, Kyogre, Groudon, Venusaur, ect. exist? You clearly don’t mind comparing Pokemon that are very different.
