Sorry OP, but this has already been flatly stated by the devs on multiple occasions. You do bring up some interesting ideas, but I think you're overthinking things. Game Freak had programming issues during this time if I remember correctly, so I can't see them screwing with the type chart more so and making things even more complicated than simply balancing Psychic.
If anything you've proven why "Light" is already represented as a concept in both Electric & Psychic types. Espeon's design was simply much more on the nose than the final product, which fits the design process of nearly all of the beta Johto mons.

The Qwilfish scrapped evolution clearly had elements found in both Stunfisk and Whiscash and both ended up becoming their own Pokemon. So a scrapped pre-evo of Girafarig could've easily been reworked into Wobbuffet. I can't exactly answer why it's "Normal" but apparently Game Freak thought the same and "partially" scrapped it, as some elements are seen in final Girafarig's tail. Perhaps "Normal" in this case is more due to personality even, as the two heads seem different in that regard just like Girafarig. (but not as obvious)
