Jacq will outright tell you to stay away from 6 star raids because of how dangerous they are, and you can't even attempt them until the postgame—I can't imagine the government doesn't have a dedicated department for dealing with them, or at least Gym leaders or veterans that periodically patrol around major cities.
They send out kids to explore unsupervised because treasure hunting is deeply ingrained in their culture—and the Academy is filled with people of all ages, not just children. There's probably the understanding that they're free to go wherever they wish, but if they fuck around they're bound to find out and they shouldn't go in over their heads.
But then again, apparently the entire teaching staff got replaced because some kids were being mean to other kids, and this resulted in an altercation that...didn't even end up in violence?
