He claims long hair is supposed to show health and fertility, but we know for a fact that Serena can grow long hair, so we know that she is healthy. Conversely, he ranks Dawn the highest in femininity, when Serena clearly has a more fertile body. And judging by their moms, they're going to stay that way.
I guess part of his disability is some sort of temporal non-cognizance, where he can only perceive what's directly in front of him, i.e. thinking hair length is permanent. But even by a static standard, he puts hair length over body shape for determining health, fertility and femininity, which is intrinsically retarded.
tl;dr the femininity argument fails when he ranks Dawn higher than Serena. He clearly just has a personal psychotic obsession with hair that he tries and fails to justify objectively.
