It takes a little bit out of the legendaries if everyone knows what they are and where they live. I really enjoyed the legendary birds in gen one because no NPC talked about them and team rocket wasnt gonna use moltres to burn the world down or anything. They were just really deep inside a long dungeon enviroment and you didnt know what was gonna go in there.
If it was a more modern pokemon game half of the npcs would talk about them and they would probably point you to the fucking power plant and say zapdos lives there. Then it would be a short boring linear dungeon to get to it but OH NO team shennangins is there and about to use zapdos for there evil plan to electrify the world and you have to stop them!
tldr; every new gen needs to mix it up a bit instead of sucking third gens cock
