From those stats (they were calculated off of my 5/31/31/31/31/31 shiny deino so adjusted slightly)we get

125 speed (boosted to 187.5 by scarf), enough to outspeed Tyraniscarf with my own scarf, as well as every 252+Spd Jolly pokemon with 116 or less base speed (max speed hawlucha has 187 speed as well so we'll just assume a tie)
