Because it's been stated factually that GameFreak had nothing to do with him being there. They gave Sakurai the concept art for lots of Gen VI mons to choose from, and he ended up choosing Greninja.
It hasn't even pushed back its fellow starters in terms of merchandise and advertising. GameFreak has done nothing to push Greninja.
Though they obviously will in the future, considering it might turn out to be a cash cow. Why is it so hard to believe that things can get genuinely popular and well liked?
