It's something that I actually find kinda baffling about Sinnoh, like there's no reason Canalave City has to be next to Jubilife or for Eterna to have a connection to Snowpoint.
It's just unnecessarily overcomplicating the map which forces the devs to put weird roadblocks all over the place.
In Hoenn everything tied together neatly at certain crossroads like Mauville and Rustboro which the map would always lead you to after exploring a section and unlocking the means to go to the next few routes.
In Sinnoh it feels a lot more clumsy - you have to go to Veilstone, Pastoria and Hearthome in order to tackle the third, fourth and fifth gyms, and the map's all laid out in a circle, but you can't actually go through it in a circle, instead you're expected to fly back to Hearthome after beating the Veilstone gym and then go through that path towards Pastoria, at which point you'll have to once again Fly back to Hearthome to actually beat its gym before you can explore the rest of the map... to which there are no exits to in Hearthome itself.
Just not nearly as elegant as Hoenn forming a big loop around Petalburg that drops you off back there once you're actually meant to challenge the gym, and once you beat it you immediately have a new path through Surf right there to access the second half of the map.
The only time I can think of Hoenn having a weird bit of backtracking is when you have to go back between Slateport and Lilycove for a story event, but that's it.
Meanwhile in Sinnoh that kind of thing is all over the place.
