Since obviously the first thing a group of psychopaths in charge of fusing pokemon together would do is try to make "weak" pokemon stronger, the incredibly weak combee was attempted to be spliced with Buzzwole DNA, on account of the former being significantly easier to acquire than the latter, to the point of being nearly expendable. After countless failures, buzzbee was born... and promptly proved to be impossible to control by anything other than the vespiquen it came from. Never ones to be deterred, the scientists simply put controlling devices on the vespiquen, and began breeding more buzzbees in earnest, to create an army of them. All was going well, until the faggots in R&D decided a regirock/spiritomb combo was a good idea, and the vespiquen promptly broke loose, using the army of her children to get revenge on those who wronged her.
