You cant have a game with open world that actually allows you freedom withount breaking the game in under three minutes.
You cant have a game with good scale unless you limit freedom someway.
I triple dare you to name ONE single rpg with an actual open world with complete freedom (or almost complete, I can concede some areas locked into story) that has an actual good scaling that you can't break
Freedom and balance just do not work well together. If you want a proper "difficulty curve" or a decent difficulty curve at least you can not have freedom, it has to become more on the linear side
