The team wanted a new Type to balance out Dragon, but had difficulty deciding on what it'd be, and how to represent it, thus it was decided to use the idea of an Eeveelution, a simplistic Pokemon that does a good job representing each Type it's given, to test out various concepts. There were many ideas, but Sylveon and the Fairy-type ultimately won, and thus ideas on weaknesses and resistances grew from there. Sylveon's original design was a bit more Fairy-like though, with actual wings, but these were changed to streamers when the team realized players might think it to be Flying-type at first appearance.This is something that I'd have to dig through some interviews to find more concrete data on. However, it does bring Xerneas into question - was Xerneas not originally designed with being Fairy-type in mind? Additionally, this must've come very early in development, considering XYsider's version of the plot had fairies play a key role in it.

Originally, for example, it was clearly wearing a mask over its head instead of it simply being the pattern on its feathers, and had a belt around its waist.So far, the Hawlucha we've found in the leaks simply has a different color scheme. While that seemingly contradicts this post, one could also argue that it means Hawlucha did go through more iteration than other Pokemon. The belt around the waist concept did end up being featured on Incineroar a generation later.
