A lot of Pokemon protags are designed to be visually appealing and part of that is absolutely them being attractive. This is more apparent in some designs (Hilda) but varies, and it's least apparent by far in the the protags in Scarlet and Violet.
Juliana feels the most like just a young girl in a school uniform, with minimal to no sexualisation. And that makes her feel more innocent and sweet than something like Hilda or Rosa. Which is its own appeal. It's definitely a simple design, but I won't lie, that simplicity and lack of overt sexiness makes her sexier in its own way.
