It's obvious that she's connected to the third legendary, given her Glimmora as an ace and the Terra Blast TM as a gift. GF hasn't written villains for the sake of being evil villains in a while now (even Volo had a "sympathetic" backstory to sort of justify his actions whether that worked or not.)
As an addition I do also think Larry is both working for and against her, as she's oddly familiar with him (in the Japanese version at least) and Larry gets saddled with a lot of responsibility that indicates some level of competence (besides his double work, he's notably the gym leader probably responsible for guarding the Zero Gate).
