It's kinda funny that they specified this with alolan vulpix and had it as one of the gens cute shillmons. The reason being is that the only canine that the Hawaiians brought over was a food breed called a poi dog that later died out when eating dog fell out of fashion. Similarly in game, weavile and sneasel are also mentioned to primarily eat these things in their dex entries. So the fox is still food.
