They designed Venusaur from Ivysaur's beta sprite then later, they made Venusaur fatter and thicker in the artworks and felt too lazy to change the sprite.
Notice how Venusaur has dark spots and sharp eyes like Ivysaur's Red and Green/Blue sprite?
The original Venusaur was skinner, has dark spots, and overall better, but then Ken Sugimori had to change all of that in the artwork and ruin Nishida's Bulbasaur line.
