Gen II Team Rocket realized that they were directionless without Giovonni; that was the entire point of the plot, to lure him back into the organization by showing him that the group could still project power. And Plasma was better handled than both Gen II Rocket and Aqua/Magma; they showed that people could get wrapped up in one person's lust for power . N was probably the best handled character since Silver in terms of having development that completely changed who he was by the end of the story.

There's not anywhere else in any of the other games where such monotony exists, the Pokemon distribution in that area of Hoenn was absolutely atrocious, and you had no method of avoiding wild battles besides shelling out for repels. Caves in pretty much any region (including Hoenn) had more diversity than the water portion of Hoenn.
