No one at all besides Kukui and the Kahuna's possibly. So the only person who could enter is Ash, Gladion, and his friends at the moment.
So they can't hold a Pokemon League Conference because no one would have time to acquire whatever is needed to participate. Right now Ash is the only one who is doing the trials.
That's why I expected it to go the Battle Frontier route and follow the games.
"You're a one of a kind Trainer Ash, usually you have to fight all 4 Kahunas one after the other to complete the Island Pilgrimage but we're building a League so instead why not face off against our Elite Four?"
Ash proceeds to defeat all four, finally fight and defeat Kukui, gets offered the role of Alola Champion but turns it down because he feels like he still needs to travel more and learn more about Pokemon.
