I wish the devs just made the encounter rate way lower and added a bunch more water/flying pokemon to the routes. I still don't see why they didn't use more than 3-4 mons per route.
Also for how much Gen3 liked to boast about its weather features (rain, desert storm) it truly is a missed opportunity to not have some kind of stormy ocean mechanic.
