I don't believe we know yet what spotpass things are available for XY. According to the menu, they can send you advertisements from nintendo and Pokemon about this game or other products. They'll probably also announce when there's download events and things.
As for Streetpass, I believe you get Pokemiles from other people you pass, although how many or what exactly you have to do I don't know. Dunno if that was confirmed anywhere yet or not what other things it'd do.
I'd wager that the people would also probably show up for your selection in the Friend Safari though.
Anyways, make sure you go activate it now.
