He lives in the Pokémon world version of Neft Daşları, a floating oil rig out in the ocean welded together by metal made into a city.
His parents work at the factory and transferred there when he was born to be closer to work and collect oil/whatever energy source they have out there in the Pokémon world ocean.
He's bored of growing up in a floating scrap city and wants to travel the world and be a Pokémon master, so he does just that. (He's about 15/16, I would place his age at)
Maybe at the end he'll return after realising that the shady company is actually building the city around a slumbering deep sea legendary and siphoning it's energy to use as a power source, Which is slowly waking it up and making it a threat to the population of the floating city.
