Remember Pokémon 2 was supposed to be Jaan, by time it launched, it was a basic Johto region run-through but there very much was no animals. Yet Shudo still felt need to add them, even after "gold magikarp" and "pokémon coral" got introduced to canon (I'll disregard the catfish crack, sounds like a dub line than from OG script). remember, they soft-rebooted the anime after Shudo, to utterly cull it of the non-canon shit they could.
