Kanto really is barren and missed opportunity. It would be great to see a bustling Kanto upgraded. It is afterall a few years after Gen 1 and Kanto is pretty much Tokyo.
And as other anons have pointed out, it would do great with a proper level curve.
But to me, I still think Gen 2 had the best atmosphere of all the games. I would really like to see Tajiri come back.
