This is available the moment you get surf and gain access back to the mainland, but I didn't know that till later, so my team will be different from a proper update.
Surf around the amethyst cave, fighting some drones with regis, and eventually you'll find this Xen grunt and a massive computer. If you found a gemstone lying around, that's what you need.
It opens up an entrance to a cave, where this happens.
