Early on they decided they weren't gonna do crossgen evolutions for BW, but by that time they already had Emolga, so they redesigned it somewhat and put it in. I would say the same thing for Alomomola, but it looks pretty different from Luvdisc to me. Then again, it is at least a LITTLE conspicuous that we have two heart-shaped fish.
On the other hand I think Bouffalant was always meant to be a relative of Tauros's, but not an evolution. They and Miltank all have the same BST, so it seems like the intention was to have them unofficially related.
