They created Alolan Raichu to make Pikachu evolve. They couldn't make it evolve into old Raichu because they had that stupid episode with Surge. But Alolan Raichu is fine so Pikachu will evolve in Alola into Alolan Riachu. It makes sense, there's no other reason to introduce Alolan Raichu. There's literally no reason to introduce him, if you aren't planning to change the mascot of the franchise.
