Also, about the scale pattern being different at the base of the tail all I see between the two drawings is 1 missing scale from the left side (our left) of the tail in the cleaned up version.
And looking it over, the only other missing detail on the sketch vs. the cleaned up art I can see is the lines in the center of the shape on the top of its head.
To me, the sketchyness of the winning art leaves a lot of room for question marks which I feel the art on the left did a great job of clearing up.
