I'd be a Steel type Gym Leader, encountered last. My "Gym" would actually be a big building, with only two floors serving as the Gym space, incidentally the main and top floor. In the building, you'd simply have to defeat Trainers to access a lift that'll take you to the top, and from there, a short pathway that leads outdoors to the rooftop, where I'd be standing on a heliport. Incidentally, it'd start to rain, so there'd be rain in our battle...
