If you think about the mew glitch you had to perform a very specific set of tasks that would be hard to believe at first and you wouldn't be able to figure them out without pure luck or by word of mouth. The regi trio are similar and were possibly the result of gamefreak realising that these kinds of rumors and hunts contributed to RBY's popularity
