Not killing Budew is not really a realistic option and there is no easy way to avoid its effect(it should have counted as a debuff/special effect)
Making item lock be so easy access to everyone else makes it way less valuable for those big stage 1 or 2s with the ability to do so and i'm pretty sure it's one of the reasons Tyranitar did not see play
