Someone mentioned it in a past thread and I agree with them - at least as far as the R/G/B sprites go, Graveler originally didn't have legs, but a second pair of arms. You can sort of make out something resembling feet in the R/G sprite but the Blue sprite only shows its arms. You could interpret the lower set of arms as its legs too. But I heard the sprites were done before the artwork, so you get stuff like Graveler, Koffing's crossbones on its forehead and horizontal Cloyster. It's interesting how pre-Yellow Pokemon were still getting small revisions here and there.
