Ivysaur's plant just begins to blossom, and Dewott just gets a little taller and turns blue, so it's hardly the smallest change between starter evolutions. Even Torracat just gets a little bigger and develops the "bell" on its neck, and Torracat is one of the better received middle stage starters of this gen. Meanwhile Brionne has a significantly different face shape and expression, different colouration, appendages like its ears, tail, and flippers develop further, and even the collar frill multiplies and moves to suit the start of a skirt or dress that'll possibly become more prominent in a future evolution, etc.
I do understand the view that it doesn't change enough to make a smooth transition into Poppmaid though, assuming it is the final stage for the line, because the jump from Popplio to Poppmaid is pretty big and Brionne is only maybe a third of the way towards it rather than half. Then again, the jump from second to third stages in starters is usually more significant than the jump from first to second, like Dewott I mentioned, so I'm not exactly surprised by that. The trend is similar along the rest of the starters, assuming the leaked final forms are real.
