Talk to him, and allow him to 'judge the intriguing potential' of the mon you want to know the IVs of. He'll say what the highest stats for the mon is, "this pokemon has very good attack/def/speed/whatever!". If his last line of dialogue is "stats like those, they simply can't be beat!" the stats he listed are perfect (31)
