What's more other than the Pokemon League there's no governing body that mandates the gym. The gym leaders run it because they want to. Whitney only opened her gym because she saw everyone else doing it and wanted to jump in. She wasn't given the job nor did she have to apply for it. And if she did then it wasn't expressed in game. Same deal with Saffron City which started as a fighting gym until Sabrina and her gang of Psychics beat them into submission. It wasn't that the Indigo League decided on their own that Sabrina was a better leader. It was just two squabbling factions.
All of that to say that Jasmine isn't a bad gym leader because it is she make sure the city she lives in run properly before doing what basically amounts to an extracurricular activity. And if the gyms are a government entity then that functionally would make the gym leaders the mayor of their respective towns. Because Gym Leaders do go above and beyond universally. Brock of Pewter City routinely goes to mount moon to help with the digging projects. If he's at Mount Moon then obviously he's not in pewter gym fighting Pokemon and someone would have to go get him. It's just that when you showed up he was currently in his gym. Which means you would have to chastise nearly every gym leader in every region who doesn't literally live in their gym and work as a gym leader full-time.
