>>46959619In Gen 7 ( and I think maybe Gen 6, too) the cutoff was 3.41%. Because of the dexcut, it was raised to 4.51%. This means that more really powerful OU-mons that don't get enough usage end up dropping to lower tiers, raising the power level of those tiers.
For example, Starmie was OU from Gens 1 - 6, only dropping when Greninja was unbanned, but now sits in UU. Celebi was an OU staple in Gens 3, 4, and 5, and UU staple in Gens 6 and 7, but it now resides in NU. Hell, even RU is full of absolute monsters, pic related, that have been OU in recent gens.
