Just look at one piece or dragon ball for example.I think you underestimate how much manpower is involved in animation. Animators in Japan are slave laborers that work 75+ hour weeks and make Chinese sweatshop workers look like they're getting off easy. It's crunch time all the time for them, so hiring more animators would just bring more suffering into the world.
And mangaka have it even worse.
