Why is he, and by extension the rest of gen II rocket not talked about? There's something interesting to me about how desperate team rocket got in Gen II. Their climactic act is taking over the radio tower and begging their old boss to come back. They're no longer the syndicate who had a region in their pocket, they're rabid dogs begging for their master to come back and feed them. At the very least, they're more interesting than Lysandre and team flare.
