Lorekeeper Sapphire ended up fitting her way better. In RS for some reason the Hoenn champ title comes with the baggage of essentially being a military command leader and part of the government responsible for evacuating the whole population from natural disasters. If champ Sapphire just meant "action hero but famous now" (the way the champion title was previously depicted for Red) then it could have fit her. But in Hoenn, with all the bureaucracy, vague politics with the Association and (most critically) reading/translation tasks that Steven has to deal with during the apocalypse? If Sapphire was in his place she'd probably be useless, she'd try but just fuck up. Pokespe Steven is already vaguely depressed as if he doesn't even like his job, so there's no reason to think Sapphire would like it any more than he does.
The idea of Sapphire being a leader in that sense is cool and all, but it doesn't actually fit her personality, she's too dumb. Also her being at the top (or bottom) of a social hierarchy contradicts her theme of existing outside civilization and her humble character. She only gets her Tarzan powers by being a feral retard by herself in the woods, so if she traded that life for the life of a battling celebrity, then she'd lose her powers and stop being unique. Rayquaza only liked her because she kept her soul pure and head empty.
Also the ladder climber here is actually Ruby because competition and ambition are stereotypically male traits, except he doesn't care about the Pokemon League/battling and just wants to do his (ironically feminine) contest shit for clout. Ruby pursuing that life path after RS is one reason why Sapphire basically went the opposite way, just continuing to play in the woods like she's always done. And that's all she really had to do to become
Lorekeeper so it worked out I guess.
