He then decides to freeze the region over, and tries to directly murder children twice (PC in B/W2, Lillie in USUM).

She's not evil, just insane. Except in USUM, where she's yet-a-fucking-nother well-intentioned extremist, except even worse because they completely half-assed the writing on a character you simply can't half-ass.
